भोपाल। मुख्यमंत्री डॉ. मोहन यादव ने कहा है कि बिल्डिंग परमिशन और कम्पाउडिंग के नियम और प्रक्रिया का सरलीकरण किया जाए। नियम स्पष्ट और सरल हों, जिसे आम आदमी आसानी से समझ सके और उसे कोई परेशानी न हो। सामान्य व्यक्ति जीवन में एक बार मकान बनाता है, अत: बिल्डिंग परमिशन आदि की व्यवस्था ऐसी की जाएं, जिससे वह परेशान न हो और निर्धारित समय-सीमा में कार्य हो।

नगरीय निकायों से नक्शे जल्दी पास कराने की व्यवस्था सुनिश्चित की जाएं। भवन अनुज्ञा से संबंधित सॉफ्टवेयर का आंकलन कर यह ज्ञात करें कि वर्तमान में औसतन कितने दिनों में भवन अनुज्ञा जारी की जा रही है। मुख्यमंत्री डॉ. यादव ने यह निर्देश नगरीय विकास एवं आवास विभाग की विधानसभा के समिति कक्ष में हुई बैठक में दिए। बैठक में मुख्य सचिव श्रीमती वीरा राणा तथा अन्य अधिकारी भी उपस्थित रहे।

शहरों की बेहतर प्लानिंग सुनिश्चित की जाएं

मुख्यमंत्री डॉ. यादव ने कहा कि शासकीय भवनों के निर्माण के लिए भी नगरीय निकायों से अनुमति प्राप्त की जाएं। नगर निगम, लोक निर्माण विभाग, विकास प्राधिकरण, हाउसिंग बोर्ड, पर्यटन सहित शासकीय भवन निर्माण में संलग्न सभी एजेंसियां बिल्डिंग परमिशन लें और निर्माण में बिल्डिंग लाइन, ओपन स्पेस, पार्किंग आदि का अनिवार्यत: ध्यान रखें। टीडीआर व टीओडी के क्षेत्र में प्रभावी कार्रवाई सुनिश्चित की जाएं ताकि रहवासियों को सुविधा प्राप्त हो और शहरों की बेहतर प्लानिंग भी सुनिश्चित की जा सकें।

मुख्यमंत्री डॉ. यादव नेअ कहा कि सड़क चौड़ीकरण से संबंधित प्रोजेक्ट्स की प्लानिंग स्थानीय परिस्थितियों को ध्यान में रखते हुए बेहतर तरीके से की जाएं। यह सुनिश्चित किया जाए कि स्थानीय निवासियों की समस्याएं न बढ़ें, उन्हें सुविधा प्राप्त हो साथ ही सड़क चौड़ीकरण में बिजली संबंधी कार्यों में लोगों की सुरक्षा का विशेष ध्यान रखा जाए।

सुनिश्चित करें कि कान्ह नदी का पानी, शुद्धिकरण के बाद ही क्षिप्रा नदी में मिले

मुख्यमंत्री डॉ. यादव ने कहा कि राज्य शासन द्वारा मांस और मछली के खुले में बिकने पर प्रतिबंध लगाया गया है। इनके विक्रेताओं को परेशानी न हो, इस उद्देश्य से नगरीय निकायों द्वारा मांस-मछली मार्केट के लिए आवश्यक रूप से भवन निर्मित किए जाएं। जब तक भवन निर्मित नहीं होते तब तक मांस, मछली विक्रय केलिए स्थल निर्धारित कर अस्थाई शेड की व्यवस्था तत्काल सुनिश्चित की जाएं।

नगरीय निकायों के साथ-साथ बड़ी ग्रामीण पंचायतों में भी यह सुविधा उपलब्ध कराई जाएं। मुख्यमंत्री ने मुख्य सचिव को इस संबंध में नगरीय विकास एवं आवास तथा पंचायत एवं ग्रामीण विकास विभाग की संयुक्त बैठक लेकर तत्काल कार्रवाई सुनिश्चित करने के निर्देश भी दिए। मुख्यमंत्री डॉ. यादव ने कहा कि कान्ह नदी का पानी, शुद्धिकरण के बाद ही क्षिप्रा नदी में मिले, यह सुनिश्चित करने के लिए आधुनिकतम तकनीक का उपयोग करते हुए आवश्यक प्लांट लगाया जाएं। इस संबंध में जल संसाधन तथा नगरीय विकास एवं आवास विभाग की संयुक्त बैठक तत्काल आयोजित करने के निर्देश भी दिए गए।

नगरीय निकायों का वित्तीय प्रबंधन सशक्त किया जाए : वित्तीय अनियमितता पर सख्त कार्यवाही हो

मुख्यमंत्री डॉ. यादव ने कहा कि नगरीय निकायों के वित्तीय प्रबंधन को सशक्त करने की आवश्यकता है। यह सुनिश्चित करना आवश्यक है कि जिस मद के लिए राशि केन्द्र या राज्य सरकार से प्राप्त हुई है, नगरीय निकाय उन राशियों का उपयोग उस मद के लिए ही करें। नगरीय निकायों व प्राधिकरणों में डिपॉजिट अथवा लोन लेकर किए जाने वाले कार्यों के संबंध में सख्त वित्तीय अनुशासन सुनिश्चित किया जाएं। सजग और समयानुकूल ऑडिट व्यवस्था सुनिश्चित की जाए ताकि बेहतर वित्तीय प्रावधान और विकास कार्य हो सकें। वित्तीय अनियमितता पर सख्त कार्यवाही करें।

देश में म.प्र. प्रथम है नगरीय अधोसंरचना विकास की कई योजनाओं के क्रियान्वयन में

मुख्यमंत्री डॉ. यादव की अध्यक्षता में हुई बैठक में नगरीयविकास एवं आवास विभाग के प्रमुख सचिव श्री नीरज मंडलोई ने जानकारी दी कि स्मार्ट सिटी मिशन 1.0, प्रधानमंत्री आवास योजना तथा पीएम स्वनिधि योजना में मध्यप्रदेश देश में प्रथम रहा है। इसके साथ ही अमृत 1.0, स्वच्छ भारत मिशन 1.0 और डे-एनयूएलएम में प्रदेश, देश के अग्रणी राज्यों में शामिल है। प्रेजेंटेशन में शहरी अधोसंरचना विकास के लिये जारी पूंजीगत योजनाओं जैसे कायाकल्प, मास्टर प्लान सड़क, स्मार्ट सिटी, यूनिटी मॉल आदि कार्यों की प्रगति से अवगत कराया गया। इसके साथ ही मांस-मछली के अनियंत्रित विक्रय पर की गई कार्रवाई की जानकारी भी दी गई।

संकल्प पत्र-2023 के संकल्पों को समय-सीमा में पूर्ण करने के लिए बनाया गया है रोडमैप

बैठक में मध्यप्रदेश संकल्प पत्र-2023 में विभाग से संबंधित संकल्पों को समय-सीमा में पूर्ण करने के संबंध में विभाग के रोडमैप और कार्य योजना की जानकारी भी दी गई। इसके साथ ही विभाग की ऐसी योजनाएं जो आगामी तीन माह में लोकार्पण के लिए तैयार होंगी, उनकी जानकारी भी बैठक में दी गई। विभागीय समीक्षा बैठक में अपर मुख्य सचिव वित्त श्री अजीत केसरी सहित प्रमुख विभागीय अधिकारी उपस्थित थे।

Bhopal. Chief Minister Dr. Mohan Yadav has said that the rules and procedures of building permission and compounding should be simplified. The rules should be clear and simple, which the common man can easily understand and he should not face any problem. A common person builds a house once in his life, hence arrangements for building permission etc. should be made in such a way that he does not get troubled and the work is done within the stipulated time.

Arrangements should be made to get the maps passed quickly by the urban bodies. By assessing the software related to building permit, find out in how many days on an average building permit is being issued at present. Chief Minister Dr. Yadav gave these instructions in the meeting held in the committee room of the Assembly of Urban Development and Housing Department. Chief Secretary Mrs. Veera Rana and other officers were also present in the meeting.

Better planning of cities should be ensured

Chief Minister Dr. Yadav said that permission should also be obtained from urban bodies for the construction of government buildings. All the agencies involved in the construction of government buildings including Municipal Corporation, Public Works Department, Development Authority, Housing Board, Tourism should take building permission and compulsorily take care of building line, open space, parking etc. during construction.

Effective action should be ensured in the field of TDR and TOD so that residents get facilities and better planning of cities can also be ensured. Chief Minister Dr. Yadav said that projects related to road widening should be planned in a better way keeping in mind the local conditions. It should be ensured that the problems of the local residents do not increase, they get facilities and at the same time, special care should be taken for the safety of the people during road widening and electricity related works.

Ensure that water from Kanh river reaches Kshipra river only after purification.

Chief Minister Dr. Yadav said that the state government has imposed a ban on open sale of meat and fish. To ensure that their vendors do not face any problem, urban bodies should necessarily construct buildings for the meat-fish market. Until the buildings are constructed, a place for selling meat and fish should be earmarked and arrangements for temporary sheds should be ensured immediately.

This facility should be made available in urban bodies as well as big rural panchayats. The Chief Minister also instructed the Chief Secretary to ensure immediate action in this regard by holding a joint meeting of the Urban Development and Housing and Panchayat and Rural Development Departments.

Chief Minister Dr. Yadav said that necessary plants should be set up using latest technology to ensure that the water of Kanh River reaches Kshipra River only after purification. In this regard, instructions were also given to immediately organize a joint meeting of the Water Resources and Urban Development and Housing Departments.

Financial management of urban bodies should be strengthened: Strict action should be taken against financial irregularities.

Chief Minister Dr. Yadav said that there is a need to strengthen the financial management of urban bodies. It is necessary to ensure that the urban bodies use those funds only for that item for which funds have been received from the Central or State Government. Strict financial discipline should be ensured in urban bodies and authorities regarding works done by taking deposits or loans. Vigilant and timely audit system should be ensured so that better financial provisions and development work can be done. Take strict action against financial irregularities.

Madhya Pradesh in the country The first is in the implementation of many schemes for urban infrastructure development.

In the meeting chaired by Chief Minister Dr. Yadav, Principal Secretary of Urban Development and Housing Department, Mr. Neeraj Mandloi informed that Madhya Pradesh has been first in the country in Smart City Mission 1.0, Pradhan Mantri Awas Yojana and PM Swanidhi Yojana.

Along with this, the state is included among the leading states of the country in AMRUT 1.0, Swachh Bharat Mission 1.0 and DE-NULM. In the presentation, the progress of the ongoing capital schemes for urban infrastructure development like Kayakalp, Master Plan Road, Smart City, Unity Mall etc. was informed. Along with this, information about the action taken against uncontrolled sale of meat and fish was also given.

A roadmap has been made to complete the resolutions of Sankalp Patra-2023 within the time limit.

In the meeting, information about the roadmap and action plan of the department was also given in relation to completing the resolutions related to the department within the time limit in Madhya Pradesh Sankalp Patra-2023. Along with this, information about such schemes of the department which will be ready for launch in the next three months was also given in the meeting. Additional Chief Secretary Finance Shri Ajit Kesari and key departmental officers were present in the departmental review meeting.
