मंदसौर। Livestock and Dairy Agriculture पशुधन और डेयरी कृषि योजनाओं को लेकर सांसद गुप्ता ने लोकसभा में प्रश्न किया। सांसद सुधीर गुप्ता ने कहा कि सरकार का पशुधन और डेयरी किसानों तक योजनाओं का लाभ बेहतर ढंग से पहुंचाने के लिए राज्यों में ग्राम पंचायत स्तर पर जागरुकता अभियान आयोजित करने का विचार है।

सरकार ने राज्यों को पशुधन और डेयरी किसानों के संबंध में सूक्ष्म योजना तैयार करने का भी निर्देश दिया है और सरकार ने पशुधन और डेयरी कृषि के संबंध में केंद्रीय योजनाओं के कार्यान्वयन की भी समीक्षा की है। केंद्र सरकार ने चारा और चारे की उपलब्धता सम्बन्धी समस्याओं के समाधान हेतु कार्य बल गठित करने का निर्देश राज्य सरकारों को दिया है। इस मुद्दे पर अन्य राज्यों कीं क्या प्रतिक्रिया है।

प्रश्न के जवाब में मत्स्यपालन, पशुपालन और डेयरी मंत्री परशोत्तम रूपाला ने बताया कि भारत सरकार के पशुपालन और डेयरी विभाग ने देश में आहार और चारे की उपलब्धता के मुद्दों के समाधान के लिए राज्य सरकारों से एक कार्यबल गठित करने का अनुरोध किया है। पशुपालन और डेयरी विभाग (डीएएचडी), भारत सरकार वर्चुअल प्लेटफॉर्म पर सामान्य सेवा केंद्रों के माध्यम से देश भर में जागरूकता कार्यक्रम आयोजित कर रहा है, जिसका उद्देश्य किसानों को पशुपालन और डेयरी फ़ार्मिग में नवीनतम प्रथाओं और तकनीकों के बारे में, डीएएचडी की विभिन्न योजनाओं के बारे में तथा उनसे लाभ प्राप्त करने के तरीकों के संबंध में बेहतर समझ हासिल करने में मदद करना है।

डीएएचडी ने वित्त वर्ष 2021-22, 2022-23 और 2023-24 में 24950 जागरूकता शिविर आयोजित किए हैं। डीएएचडी पशु चिकित्सा विश्वविद्यालयों के माध्यम से आकाक्षी जिलों में पशुधन जागृति अभियान-गहन जागरूकता कार्यक्रम भी आयोजित कर रहा है। उन्होने बताया कि चारे की कमी के मुद्दे को हल करने संबंधी कार्यबल में राज्यों के कृषि, पशुपालन और डेयरी, वन और ग्रामीण विकास विभाग के सचिव शामिल हैं।

यह कार्यबल गौठान और अवक्रमित (डिग्रेडिड) वन भूमि में सामुदायिक चारागाह भूमि के पुनर्विकास के लिए चारे के तहत आने वाले क्षेत्रफल को बढ़ाने का प्रयास करेगा तथा भूमि और बीज उत्पादन, चारा फार्मिंग तथा साइलेज/टीएमआर आदि के निर्माण हेतु निजी उद्यमिता को प्रोत्साहित करेगा। इसके अलावा, आईसीएआर- भारतीय चरागाह और चारा अनुसंधान संस्थान, झाँसी द्वारा 25 राज्यों के लिए चारा संसाधन विकास योजनाएँ तैयार की गई हैं।

जिसमें चारा फसलों की किस्मों, उत्पादन प्रणालियों की जानकारी, संरक्षण प्रथाएं आदि शामिल हैं जिन्हें कार्यान्वयन के लिए राज्य सरकारों को भेजा गया है। डीएएचडी, भारत सरकार नियमित रूप से राज्य सरकारों और विभिन्न हितधारकों के साथ विभिन्न समीक्षा बैठकों, क्षेत्रीय समीक्षा बैठकों, वीडियो कॉन्फ्रेंस तथा अपने अधिकारियों के दौरे के माध्यम से पशुधन और डेयरी फार्मिंग के संबंध में केंद्रीय योजनाओं के कार्यान्वयन की समीक्षा करता है।

MP Sudhir Gupta said that the government plans to organize awareness campaigns at the Gram Panchayat level in the states to better reach the benefits of the schemes to the livestock and dairy farmers.

The Government has also directed the States to prepare micro plans in respect of livestock and dairy farmers and the Government has also reviewed the implementation of Central Schemes in respect of livestock and dairy farming. The Central Government has directed the State Governments to constitute a task force to solve the problems related to availability of fodder and fodder. What is the reaction of other states on this issue.

Responding to the question, Fisheries, Animal Husbandry and Dairying Minister Parshottam Rupala said that the Department of Animal Husbandry and Dairying, Government of India has requested the state governments to set up a task force to address the issues of availability of feed and fodder in the country. Government of India is conducting awareness programs across the country through Common Service Centers on virtual platform with the aim of educating the farmers about the latest practices and technologies in Animal Husbandry and Dairy Farming, various schemes of DAHD. To help in gaining a better understanding about and how to benefit from them.

DAHD has conducted 24950 awareness camps in the financial years 2021-22, 2022-23 and 2023-24. DAHD is also conducting Livestock Awareness Campaign-intensive awareness programs in aspirational districts through veterinary universities. He said that the task force to solve the issue of fodder shortage includes secretaries of agriculture, animal husbandry and dairy, forest and rural development departments of the states.

This task force will try to increase the area under fodder for redevelopment of community grazing land in Gauthan and degraded forest lands and encourage private entrepreneurship for land and seed production, fodder farming and construction of silage/TMR etc. . In addition, fodder resource development plans for 25 states have been prepared by ICAR- Indian Grassland and Fodder Research Institute, Jhansi.

Which includes information on fodder crop varieties, production systems, conservation practices etc. which has been sent to the State Governments for implementation. DAHD, Government of India regularly reviews the implementation of Central Schemes on Livestock and Dairy Farming through various review meetings, regional review meetings, video conferences and visits of its officials with the State Governments and various stakeholders.
