समझौता ज्ञापन हस्ताक्षरित होने के उपरांत मध्यप्रदेश के मुख्यमंत्री डॉ. मोहन यादव ने कहा कि यशस्वी प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में लगभग दो दशकों से लंबित पार्बती-कालीसिंध-चंबल परियोजना अब मूर्त रूप ले सकेगी। इस परियोजना से मध्यप्रदेश के चंबल और मालवा अंचल के 13 जिलों को लाभ पहुंचेगा।

प्रदेश के ड्राई बेल्ट वाले जिलों जैसे मुरैना, ग्वालियर, शिवपुरी, गुना, भिंड और श्योपुर में पानी की उपलब्धता बढ़ेगी और औद्योगिक बेल्ट वाले जिलों जैसे इंदौर, उज्जैन, धार, आगर-मालवा, शाजापुर, देवास और राजगढ़ के औद्योगीकरण को और बढ़ावा मिलेगा। प्रदेश के मालवा और चंबल अंचल में लगभग तीन लाख हेक्टेयर का सिंचाई रकबा बढ़ेगा। परिणामस्वरूप इन अंचलों के धार्मिक और पर्यटन केंद्र भी विकसित होंगे। यह परियोजना निश्चित रूप से पश्चिमी मध्यप्रदेश के लिए एक वरदान है।

मुख्यमंत्री डॉ. मोहन यादव ने बताया कि यह परियोजना 5 वर्ष से कम समय में फलीभूत होगी, जिसकी वर्तमान लागत लगभग 75000 करोड़ रुपए है। प्रदेश के लगभग 1.5 करोड़ आबादी इस परियोजना से लाभान्वित होगी। यह परियोजना प्रदेश की गरीबी, बेरोजगारी, अशिक्षा, जैसी समस्याओं का समाधान कर प्रदेशवासियों के जीवन स्तर में सुधार लाएगी।

इस अवसर पर केंद्रीय जल शक्ति मंत्री श्री गजेंद्र सिंह शेखावत ने कहा कि आज का दिन मध्यप्रदेश और राजस्थान के पानी की कमी वाले 26 जिलों के लिए स्वर्णिम सूर्योदय का दिन है। परियोजना से लगभग 5.60 लाख हैकटेयर क्षेत्र में सिंचाई के साथ ही बांधों और बड़े तालाबों में पानी का संचय कर जल-स्तर उठाने में सफलता प्राप्त होगी।

पार्बती-कालीसिंध-चंबल परियोजना को पूर्वी राजस्थान नहर परियोजना से एकीकृत कर इसे राष्ट्रीय महत्व की परियोजना का दर्जा देते हुए अत्यंत कम समय में मध्यप्रदेश और राजस्थान राज्यों के बीच सहमति बनी जिसके लिए दोनों सरकारें बधाई की पात्र हैं। यह परियोजना संघीय संघवाद का स्वर्णिम उदाहरण है।

राजस्थान के मुख्यमंत्री श्री भजन लाल शर्मा ने कहा कि इस परियोजना से राजस्थान और मध्यप्रदेश के चंबल बेसिन के जल संसाधनों का बेहतर उपयोग करने में मदद होगी जिससे दोनों राज्यों के औद्योगिक और कृषि क्षेत्रों को फायदा मिलेगा, और भविष्य में दोनों राज्यों के रिश्ते और प्रगाढ़ होंगे।

त्रिपक्षीय समझौता ज्ञापन में इस लिंक परियोजना के अंतर्गत मध्यप्रदेश और राजस्थान राज्यों में कुल 5.60 लाख हैक्टेयर क्षेत्र में सिंचाई प्रदान करने के साथ-साथ पूर्वी राजस्थान के 13 जिले और मध्य प्रदेश के मालवा और चंबल क्षेत्र के 13 जिलों में पेयजल और औद्योगिक उपयोग के लिये पानी उपलब्ध कराने का प्रस्ताव है।

समझौता ज्ञापन में लिंक परियोजना के काम का दायरा, पानी का बंटवारा, पानी का आदान-प्रदान, लागत और लाभ का बंटवारा, कार्यान्वयन तंत्र और चंबल बेसिन में पानी के प्रबंधन और नियंत्रण की व्यवस्था शामिल की गई हैं। उल्लेखनीय है कि पार्बती-कालीसिंध-चंबल लिंक परियोजना की फीजिबिलिटी रिपोर्ट फरवरी 2004 में तैयार की गई थी तथा वर्ष 2019 में राजस्थान सरकार द्वारा आरसीपी का प्रस्ताव लाया गया था। वर्तमान समझौता ज्ञापन में दोनों परियोजनाओं को एकीकृत कर दिया गया है।

Bhopal. A tripartite MoU for the revised Parbati-Kalisindh-Chambal-ERCP link project was signed between the Government of Madhya Pradesh, Rajasthan and the Central Government today at the office of the Ministry of Jal Shakti at Shramshakti Bhawan.

Secretary, Union Ministry of Jal Shakti, Smt. Debashree Mukherjee, Additional Chief Secretary, Water Resources, Madhya Pradesh, Dr. Rajesh Rajoura in the presence of Union Minister for Jal Shakti, Minister Gajendra Singh Shekhawat, Chief Minister of Madhya Pradesh Dr. Mohan Yadav and Chief Minister of Rajasthan Bhajan Lal Sharma and Additional Chief Secretary, Water Resources, Rajasthan Government, Abhay Kumar signed the MoU.

After the signing of the MoU, Madhya Pradesh Chief Minister Dr. Mohan Yadav said that under the leadership of the successful Prime Minister Shri Narendra Modi, the Parbati-Kalisindh-Chambal project, which has been pending for almost two decades, will now take shape. This project will benefit 13 districts of Chambal and Malwa region of Madhya Pradesh.

Water availability will increase in the dry belt districts of the state like Morena, Gwalior, Shivpuri, Guna, Bhind and Sheopur and the industrialization of industrial belt districts like Indore, Ujjain, Dhar, Agar-Malwa, Shajapur, Dewas and Rajgarh will get a further boost. . Irrigation area of about three lakh hectares will increase in Malwa and Chambal regions of the state. As a result, religious and tourist centers of these areas will also develop. This project is definitely a boon for Western Madhya Pradesh.

Chief Minister Dr. Mohan Yadav said that this project will come to fruition in less than 5 years, the current cost of which is approximately Rs 75000 crore. About 1.5 crore population of the state will benefit from this project. This project will improve the living standards of the people of the state by solving problems like poverty, unemployment, illiteracy etc.

On this occasion, Union Jal Shakti Minister Shri Gajendra Singh Shekhawat said that today is a day of golden sunrise for 26 water deficient districts of Madhya Pradesh and Rajasthan. The project will achieve success in irrigating about 5.60 lakh hectare area as well as raising the water level by storing water in dams and big ponds. An agreement was reached between the states of Madhya Pradesh and Rajasthan in a very short time by integrating the Parbati-Kalisindh-Chambal project with the Eastern Rajasthan Canal Project and giving it the status of a project of national importance, for which both the governments deserve congratulations. This project is a golden example of federal federalism.

Rajasthan Chief Minister Shri Bhajan Lal Sharma said that this project will help in better utilization of water resources of Chambal Basin of Rajasthan and Madhya Pradesh which will benefit the industrial and agricultural sectors of both the states, and further strengthen the relations between the two states in future. Will be.

Under the tripartite MoU, this link project envisages providing irrigation in a total area of 5.60 lakh hectares in the states of Madhya Pradesh and Rajasthan as well as providing water for drinking and industrial use in 13 districts of Eastern Rajasthan and 13 districts of Malwa and Chambal region of Madhya Pradesh.

There is a proposal to provide water. The MoU covers the scope of work of the link project, sharing of water, exchange of water, sharing of costs and benefits, implementation mechanism and arrangements for management and control of water in the Chambal Basin. It is noteworthy that the feasibility report of Parbati-Kalisindh-Chambal Link Project was prepared in February 2004 and the proposal of RCP was brought by the Rajasthan Government in the year 2019. Both the projects have been integrated in the present MoU.
